Apartment searching in New Orleans?

I'm looking for an apartment in New Orleans or Algiers. I can only afford about $500 a month. Yeah, I know almost impossible in New Orleans. Also I'm a student so if you know of any places that reduce rent for students that would be great. Can anyone recommend any places to me I would REALLY appreciate. I want to move pretty soon. How sound proof are the apartments in New York City?

A neighbor is moving to New York City for a new job and he has to get up really early around 2 or 3 AM. It's not traffic noise, but noise in the apartments. Is that a major issue in New York? Do people complain a lot about that?
